What planning grounds would be relevant?

Richmond Council has produced the following list of relevant and non-relevant planning objections:

The list is not exhaustive.

Health is not listed as a specific consideration. This partly because the licensing authority, the Environment Agency polices the operation of the plant according to national policies. However public concern over health can be a material consideration.

And the non relevant:

  • The perceived loss of property value
  • Private disputes between neighbours
  • The loss of a view
  • The impact of construction work or competition between firms
  • Restrictive covenants
  • Ownerships disputes over rights of way
  • Fence lines etc
  • Personal morals or views about the applicant.

Environment Agency

As well as the planning application there is a separate application made to the Environment Agency.

The reference number for the Environment Agency is EA/EPR/SP3234HY/A001. The consultation period is not yet open and we will be informed when they are ready to receive comments on the operation.

Note

Councillor Walsh as a member of the planning committee will not be able to enter into debate on the pros and cons of a planning proposal as he is required to look objectively at the evidence put before the committee.
