Trafford's Review of Adult Social Care

These are major cuts and will hurt. Please respond to the consultation on Trafford's website. These are primarily described as efficiencies with Trafford's Budget Proposals. We believe they are much more than that and will affect the most vulnerable.

Trafford is Proposing Increases to its Charges for Adults (including the elderly) needing care and huge cuts to these Services

Care Services - £300,000 cut

At the moment people with more than £50,000 in savings pay the full cost of their services. Trafford's Conservative Council proposes to reduce the threshold for full cost charges to people with capital above £23,250. This will mean some people will pay more for their care services if they have more than £23,250 in savings.

Transport and Meals (cuts included in day services figure)

At present people pay a flat rate cost of £1 per journey on funded transport to day centres, and other activity. The Tory council proposes doubling this to £2 per journey.

Trafford proposes increasing the cost of a two course meal for the Meals on Wheels by 56% to £3.50.

Luncheon Clubs - £20,000 cut

The Tories also want to review the charges for luncheon club meals.

Homecare - proposed cut £164,000

The council is proposing to stop directly funding support for things such as shopping, pension collection, cleaning and laundry, apart from in exceptional circumstances.

They aim to save £164,000 via this measure.

Physical Disability - proposed cut £100,000

The council intends to extend the use of personal budgets for people with physical disabilities (where the individual has choice as to the services they are provided from a budget allocated to them). They also intend to use reablement services to help support people with physical disabilities to live independent lives.

They anticipate reducing costs by £100, 000 via this measure.

Learning Disability - proposed cut £300,000

Supporting people with learning disabilities can be high cost due to their complex needs. The council are working with service users, carers and organisations to look at different ways of supporting people with learning disabilities to save £300,000.

Day Support Services - proposed cut £257,000

They are reviewing day services for older people currently provided by a range of organisations and funded by the Council. This will mean people could be supported to use a personal budget to access services in the community. They will review which services this might affect.

And they are reviewing the use of social care transport, making sure people need this service and do not have alternative means of transport such as a mobility car.

Supporting People - proposed cut £2.4m

Examples include: sheltered housing for older people; supported living schemes for people with a learning disability or mental health need and temporary accommodation schemes for families and single people who are homeless or in housing need. These are provided by a range of organisations. The Tories propose reducing the level of funding significantly. Whilst they would look to reduce the costs of some services, this will mean some services will come to an end.

Advice and Information - proposed cut £136,000

Tories propose reviewing the range of advice and information services they provide and fund. They aim to find ways of providing these in a more 'efficient' way.

Contracts with the Voluntary Sector - proposed cut £280,000

The Council has a range of contracts with various voluntary sector organisations in Adult Social Services. They want to consult with them about collaborative working and new ways of providing services at lower costs.

Mental health services - proposed cut £140,000

They are going to review the range of services provided by external organisations.


Fees paid to Outside Providers for Residential Care and Homecare - proposed cut £1.6m

Tory proposals are that:

- they will consult the market to inform our decision about fee levels for 2012 -2013.

- they will agree a programme of reducing costs with homecare providers.

They will consult with them before setting fee levels for next year.
